Freezing but its not freezing but its still bad

Hello Everyone,

I have been having this issue of some variation of freezing. I am able to move my champion, but that's about it. When a minion dies the health bar is still there but it is empty, and if I did not have vision of an enemy champion, I would not be able to see it until the freeze wears off. I am also unable to use abilities or cast summoner spells and it seems like my auto's go through but they also do not. I have just had a clean re-install of windows done on my laptop and I have the latest graphics drivers. My fps is a consistent 120 and my ping is also not an issue. I am unsure what to do at this point. It is a serious problem for me and it is very tilting. Please help
