Difficulty in Champions

What is the difficulty bar on the champions, really based on?

I ask this because i have found some champions with a low difficulty a pain to begin with and others with high difficulty really easy to play.

For example, i like Twisted Fate a lot, but i find it easy given that the bar is really high.
