Last Season I got ranked directly to Bronze III, But Ranking Tier supposed to be start from Bronze V, right? Is that a Bug?

No its not a bug, in fact the vast majority of players will be placed into Silver after their first placements.

Your mmr starts around s5. So that actually means you did bad in your placements. It's ok though. 80% of the community is in silver and bronze
