[CHAMPION CONCEPT] Plagueis, the Dragon of Desolation

Similar to my other Champion Concept topic here on the Community Beta, I figure I'll post up another of my crown jewels, one that has gone unnoticed by Riot.

General Design

Plagueis is a melee tank/mage designed to inflict massive amounts of poison damage to multiple targets in a fight, while being a terrifying monster to his enemies via disruption and sheer presence. As the former Dragon King, he seeks to return Runeterra to the Age of Dragons, and to this end desires the extinction of mankind. His hatred of humans is only exceeded by his hatred of the heir to his slayer: Leona.

Abilities

NOTE! - Plagueis uses health for his costs, not mana.

P - Undying Hatred

Upon taking lethal damage, Plagueis' body disintegrates into a cloud of noxious poison for 5 seconds. While in this form, he has increased movement speed and ignores unit collision. Any enemies who come in contact with the cloud are poisoned, taking 25+(7.5*level)+(5% of Plagueis' bonus HP) magic damage per second over 2 seconds and receiving Grievous Wounds while poisoned. Continual exposure renews this poison.

Q - Death and Decay

Passive: Whenever Plagueis kills a unit, he recovers 20/30/40/50/60 health (+2% of bonus health) over 5 seconds.
Active: Plagueis breathes a cone of toxic flame (625 range), poisoning enemies and dealing 80/130/180/230/280 (+0.8AP) magic damage over 4 seconds.
Costs 4% of current health. 8 second cooldown.

W - Merciless Tyrant

Plagueis roars loudly after a short wind-up to demoralize nearby enemies (450 range), dealing 60/100/140/180/220 (+0.5AP) magic damage to all nearby enemies and causing them to flinch (0.01 second ministun; disrupts channeling). If Merciless Tyrant affects a poisoned enemy, it will inflict fear upon the target for 1.1-1.5 seconds.
Costs 5% of current health. 16/15/14/13/12 second cooldown.

E - Barren Flight

After a 0.5-second wind-up, Plagueis dashes in a target direction (max. 800 range), slightly knocking back enemies he passes through, dealing 40/55/70/85/100 (+0.2AP) magic damage on impact and poisoning them, dealing an additional 60/90/120/150/180 (+0.45AP) magic damage over 3 seconds. If he hits a Champion, his armor and magic resistance are increased by 20/30/40/50/60 for 4 seconds.
Costs 8% of current health. 18/17/16/15/14 second cooldown.

R - Black Vortex

After a 1-second wind-up (cannot be interrupted), Plagueis creates a brief but powerful vortex around himself that immediately drags in all nearby enemies (600 range). Afterwards, for the next 5 seconds, Plagueis emits a poisonous field around himself (500 range). Enemies in the field are poisoned for 2 seconds, taking 80/115/150 (+0.3AP) magic damage each second. Continual exposure renews this poison.
No cost. 150/135/120 second cooldown.

A mighty and terrible king of dragons, the black-winged beast known to men and Yordles as Plagueis the Vile is one of the most powerful beings ever to have lived upon Runeterra. Slain in ages long past, and now raised as an undead abomination, the Dracolich seeks to re-establish his rule over all others. To the dragon, domination has always been his birthright.

Thousands of years prior to the formation of the League of Legends, Plagueis, known to dragonkind as Vulfeynnax, roosted in the blackest peak of the Ironspike Mountains, a solitary mountain known as Death’s Spire. He and his kind, the dragons, had been charged since Runeterra's birth to watch over the world and its inhabitants. But following the Second Rune War, the dragons believed that humanity, the instigators of the war, had become far too unruly and threatened the stability of Runeterra. Vulfeynnax stepped forward, and decreed that humanity was to be subjugated. Humanity was no match for the dragons, and were forced to serve them as slaves. Vulfeynnax, who had led his brethren to victory over the humans, crowned himself the Dragon King, and took his place as ruler of Valoran.

For centuries, the dragon tyrant and his kin ruled over the mortal races of Valoran, and Plagueis himself was worshipped by many as a living, yet terrible god. Any who challenged his rule met a terrible end, either at the hands of those loyal to the dragon, or at the dragon’s own might. Yet his rule inevitably met its end. A lone hero bearing the power of the sun rose to challenge Plagueis. Overconfident, the dragon faced the hero in single combat. The decision would end in the dragon’s demise when the hero brought the very power of the sun crashing down on Plagueis, burning him to ash and bone.

Countless centuries later, Plagueis was raised from the dead by a powerful lich, who sought to enthrall the dragon king. Plagueis, however, was incensed by the arrogance of this sorcerer, and defeated the attempt to control him. Yet the resurrection was detected by the Summoners of the Institute of War, who sought not only to control Plagueis, but all dragonkind. The very notion of their plans infuriated Plagueis, but with the dragons' numbers having dwindled over the ages, he knew he could not yet challenge mankind in open war.

Swearing his revenge on all mortalkind, Plagueis fled Death's Spire before a battalion of stunned Summoners and Adjudicators, and flew to the south. Wherever he now roosts, it is clear he is formulating his plans to strike back at mankind, and return Runeterra to the age of the dragons, with himself once again as king.

Lore wise, I'm curious as to why you chose Leona to be his rival. I guess it makes sense, since she's the only good ancient warrior I believe. I'm not a writer, so what do I know though. He seems like a dragon king, which is good enough for me. What language is he speaking, though? Latin?

Gameplay wise, you nailed this thematically. He feels threatening just to be around. I'm gonna ignore the damage numbers (as we have no way of knowing if they are balanced), but I feel like his ult, combined with his W will be really powerful if it ever hits, but you have one second to kick him out of the channel. That ult might not ever get used with all of the CC going around. His E is just a little under the range of Orianna's Q, which feels a bit large to me. Maybe look at this? How big is the range of his Q, by the way?

So... Lemme get this straight. Looking at the picture... You want him to look more menacing? The Green Poison leaving his smoke of pain and misery behind him? I think, as he walks, he should stain the world he passes by. Destroying what used to be. So just think about this as well, how big is this guy? What you could add, is that when he kills his enemies, he grows in size. Becoming more powerful through others death, kind of adding to the whole, he is a friggin dragon that will eat you/poison you. I don't know. Just ideas

The biggest thing that worries me about this entire thing is his size. exactly how big is this guy going to be in proportion to the rest of the cast.

Anyways he sounds awesome with very few things bugging me about his kit.

Passive- another death from beyond passive <3 I think you should take out the Level bonus damage as well as the grievous wound. If your movement speed is already increased then most likely you'll be getting something in there so the added damage and status effect doesn't seem very fair. It being based off of bonus health seems like it would be enough.

Q- Holy damage, well in any case does the passive work with any unit or just champs? if its any unit then you really don't need the bonus 2% at the end but if you insist on having it 1% would be plenty if your stacking health. As far as damage goes, depends on the rest of the kit.

W- Here's where things get a bit, tricky. The damage is fine but i have no clue what kind of range this is. If the range is very good, and the cone on Q's range is very good then you might have a semi broken kit with this because it could cause mass fear.

E= How far is the dash? I'm pretty sure we're not talking Shyvanna's ult far but still I have to ask. Probably change the armor and resistance buff to if you hit a poisoned or feared enemy champion so you have to work for that bonus a bit more.

R= Again range is important here, especially since you gave the dragon a gap closer with a chance of armor and resistance buff. too far and you'd be able to practically win a teamfight by yourself thanks to your beyond the grave ability. I would get rid of the black hole part completely, you have other allied champions that could do this exact thing for you with some coordination.

The combo that comes to mind immediately when seeing this entire kit is E (probably over a wall)-Q-W-R then just pick off who's left. I like the idea but it does sound pretty Op on paper, i need to know the ranges of the moves to be sure though.
