It's the Warmog's Armor for Mages !
Warmog's is supposed to offer Tanks the option of staying in the front lines and pushing after fights. Since most Tanks won't have Life Steal or anything similar to regenerate their Health.
For Mages it's very similar. Most Mages don't have a way of regenerating their Health. So this item is supposed to give them the option of staying in the front lines along side their team.

Between the two items 200 AP equals 1000 Health.
Most Tanks will get ~4000 Health and most Mages ~700 Ap so the two items have about the same regeneration bonus.
