NOTE: All numbers are tentative and subject to change.

Lore: Born in Piltover, the City of Progress. Can't really think of much else right now.

Appearance: Think a combination of Tron suits, Mega Man, and Iron Man. A tall slender man, with a laser cannon on his right arm, wearing a metallic suit with extra shoulder, chest, and waist armor, with glowing lines flowing throughout his suit, all meeting in the center, with a glowing circle. His lines would be blue, and his suit would be gray and black.

Xyn would have ranged basic attacks, and would be a mid laner mage who excels against opponents with magic damage capability.

Abilities:

Passive: Xyn uses no resource. Instead, whenever Xyn is hit with magic damage, a percentage of the damage is turned into Electricity. As he gains more and more Electricity, Xyn's attack speed and movement speed rise. When the bar is full, Xyn gets a total of a 30% boost in movement and attack speed. Additionally, if not in combat, the bar drains over time, and if the bar is full it powers up his abilities. Also, the bar has larger and larger capacity as Xyn levels up.

Q: Fusion Cannon: Xyn Fires a skillshot nuke in a line, stopping on the first enemy it hits, doing damage and applying on-hit effects. When the skillshot lands, immediately electricity spreads from the hit enemy, hitting enemies within a small range, doing damage. Scales with AP.

Electricity Bonus: If an enemy dies from the aftershock, electricity spreads from it as well.

W: Digital Crescent: Xyn does a crescent sweep with his cannon arm to a targeted enemy in front of him. This does damage, applies on-hit effects, and knocks back the targeted enemy and any other enemy hit with the sweep. Additionally, a crescent shaped nuke fires, traveling in a line damaging enemies. Scales with AD and AP.

Electricity Bonus: Enemies knocked back are also stunned, and the crescent nuke slows enemies hit.

E: Electronic Shield:

Passive: Xyn's basic attacks do additional magic damage, scaling with AP.

Active: Xyn creates a shield that absorbs damage for 5 seconds. While the shield holds, Xyn gains additional Electricity, and also gains a very small amount of Electricity from physical attacks.

Electricity Bonus: Xyn's shield explodes when it is broken, doing magic damage to surrounding enemies.

Ultimate: Supercharge: Can only be used at max electricity. Initially knocks all surrounding enemies away, and then grants a 25 second steroid that consistently keeps Electricity at max, and gives massively increased AP and Movement Speed. While the ultimate is active, Xyn gains access to Discharge.

Discharge: After channeling for a second, Xyn does massive damage to all enemies in a large radius around him, but loses the Ultimate and all electricity stored in the process.

The idea is a bit similar to Xerath but nevertheless an interesting one.

His appearance kind of makes me imagine that he'll be mistaken for Pulsefire Ezreal.

I like the concept a lot, but a few things would need to be changed. His passive will be completely useless against an AD caster mid lane such as Zed or Talon , thus making him completely useless against AD team comps and easy to counter in ranked. Although, his appearance reminds me of a combination of Full Metal Jayce , Pulsefire Ezreal , and Xerath . His name would need to be changed, Xyn is much too similar to XinZhao . His abilities are cool though.
