Oblitus Regem (Or just Oblitus for short) - Translates to "The Forgotten King" in Latin.

Basic lore: Oblitus was the ruler of an ancient underwater civilization until calamity struck from an unknown dark magic. The king was merely subdued by the magic, but his entire civilization and its people were destroyed. This dark magic was alive in a sense, as it yearned for a body to take hold of. The king was powerful enough to resist it from taking him over, but he was trapped in a veil of utter blackness, unable to move or see the world around him. For years he continued to resist assimilation, until the dark magic grew tired of trying and eventually found a more favorable host--Nautilus. The magic released the king from its grip and climbed towards the surface where it took hold of its new victim. The king, after brief hesitation and disbelief, fled from the spot, for fear that the dark magic might return. Alas, his city was in ruins and he had nothing left. After hours of reflection and self-realization, he vowed that he would find the source of this dark magic and destroy it once and for all. He eventually found a trace of the dark magic that now inhabited Nautilus, and followed it until he came across the League of Legends. He knew the dark magic had entered the League, and that it was his only chance at fulfilling his vow.

Appearance: Somewhat similar to Nami, but male. Aged but muscular, has a magnificent white beard, wields a long, golden trident.

Gameplay:

Primary role - Mage Secondary role - Support

Passive:

When outside of melee range of enemy champions, Oblitus' auto-attacks are ranged, slow moving water blasts that deal 5/10/15 bonus magic damage on hit. He also passively gets 6/8/10% bonus ability power.

When inside melee range of an enemy champion, Oblitus' auto-attacks become melee, dealing 2/4/6% of his ability power in bonus magic damage on hit. He also gains 10/20/30 armor and magic resist while within melee range but loses the ability power bonus (from above) until out of melee range again.

[To compensate for his early game ranged harass potential, his base attack speed and attack damage may need to be in the low.]

Oblitus fires two water projectiles that converge to the target area in a circular motion. Each projectile deals 40/55/70/85/100 (+ 20% AP) and applies a 20/30/40/50/60% slow that decays over 2 seconds. The projectiles are destroyed upon hitting an enemy champion. If both projectiles make it to the target area, they form a blast there. If the target (or targets) are hit in the blast area (about the size of a Karthus Q) where the two projectiles converge, the target(s) are instead stunned for 0.4/0.8/1.2/1.6/2 sec and are dealt 90/120/150/180/210 (+ 40% AP) magic damage. The 2 second slow is still applied but in conjunction with the stun. (Meaning if the stun lasts 2 seconds, the target(s) will not experience a slow afterwards.)

Passive: Oblitus creates a ring of water around him every 18/16/14/12/10 seconds up to a maximum of three rings. Each ring empowers Oblitus and grants him 1/2/3/4/5% increased movement speed as well as 10/20/30/40/50% base health regen and base mana regen.

Active: Oblitus sacrifices a ring, causing it to quickly expand outward as a blade, dealing 20/30/40/50/60 (+ 20% AP) magic damage to all nearby enemies within 225 units of Oblitus.

E: RANGE: 600 COST: 100/110/120/130/140 mana COOLDOWN: 24/21/18/15/12 sec

Oblitus creates a wave underneath him and rides it to the target location. The wave spreads out in a cone as it travels, dealing 30/40/50/60/70 (+ 20% AP) magic damage to enemies struck and applying a 15/20/25/30/35% slow that decays over 2 seconds.

After channeling for 1.5 seconds, Oblitus creates a huge whirlpool at the target location, applying a unique 2 second "root" to all enemy champions caught in it. The root is unique in the sense that it is relative to the whirlpool instead of the ground, and will cause enemies to spin around with the current of the whirlpool. This effect can be reduced with tenacity and is superseded by regular roots (e.g. if Ryze roots a spinning enemy caught in the whirlpool, the enemy will now be grounded and unmoving, even if the whirlpool root was still active. The whirlpool also deals a maximum damage of 150/250/350 (+ 60% AP) magic damage in the center of the whirlpool and a minimum of 50% that at the very edge of the whirlpool to all enemies caught inside (the damage is dealt evenly over the duration of the whirlpool.) The whirlpool also spins faster towards the center. A champion caught on the very edge might be moved 180 degrees while a champion caught towards the center might be moved 720 degrees. A champion caught in the dead center will simply rotate violently in place until the whirlpool root ends. Like a normal root, enemies will still be able to attack, though auto attacks may prove troublesome.

Feedback and constructive criticism are appreciated. I have learned that RIOT does indeed look at fan-made champion ideas and incorporates some into the game, even if they are just bits and parts. If you like this champion concept, please give it an upvote so this thread will be noticed!
