Did a little bit on potential Shuriman politics in my fanfiction 'The pebbles along the path' (I recommend looking it up because it's kind of good).
I suggested that Shurima is in a civil war, with the main divide being treatment of ethnic groups and resource deposits (The inner desert or Belhorashur having the resources and poor treatment compared with the outer desert or Murakishur being able to control trade routes in and out).
Basic national divide that is fairly easy to understand really.
I then introduced a major battle which decided that Murakishur was going to gain complete sovereignty of Shurima thanks to Demacian support (this generally helps out Demacia because they can spread their Creed and install Demacian facilities to promote it).
Of course, there will be resistance and revolts are common in the region, so scavengers such as the Xer'Sai go relatively unnoticed.
Rek'Sai is not documented yet, but rumors abound about this montrous Xer'Sai capable of decimating entire towns.
It's probably not that Shurima doesn't care about them, but more that the other things such as establishing infrastructure and technology (Shurima remains as a technological backwater, with limited experience in scientific fields).
I generally dislike the idea that the Void has this big plan, instead that they have found a new world and just want to eat. Intelligence is limited to a select few (specifically Vel'koz and Cho'gath as the most advanced in a social sense). Beyond that, most have animal and hunter instincts, but animal intelligence will always be a threat when it belongs to airplane sized beasts with insane reactions. But that doesn't mean that they are unified in any greater way apart from hunger.
Just my thoughts on the matter.
