Fazed will cause auto attacks to miss, slow, not allow abilities to be cast, cancel interruptions, be reduced by tenacity, allow summoners, and allow items to be activated.
The purpose of this new form of CC is a nice something for assassins to have that allows counter play.

Phase is just Silence + Slow * Blind.
1st champ to get this "it will not" will be the most OP champ in the game.
