Roaranor1 votesI have no quarrels with Zephyr as it is either, and it is indeed a niche item. But the issue with Zephyr as a niche item is that there are other options. Unlike thornmail's passive, or Merc Scimitar among AD items, both of which are one of a kind, every aspect of Zephyr can be found individually in other items that are more common towards build paths. You could build Zephyr for tenacity, or you could simply pick up merc treads (or SotAG in jungle). In terms of stats, it's outshined by Botrk which also comes with lifesteal. The only time I can see Zephyr as an optimal pick up, is as a melee carry against an AD heavy team in the case that you picked up an early tabi, and even then you have the option to rush a heavy armor item (like Randuins or Sunfire) instead and stick with merc treads for the slight mr bonus and tenacity.
This change essentially keeps Zephyr very close to it's intended job while offering champions that synergize really well with phage another build option, rather than being force into buying a Triforce.

But if you build on-hit stacked passive its better the new Recurve Bow. Now Phage its build on Black Cleaver and its Brutalizer that only have one final build path (Ghost Blade)
So why not put Brutalizer instead of Phage with the Recurve Bow?

Its better IMO. Because Phage now its in Black Cleaver, Brutalizer need new build paths.
