Age restriction
My friend, now diamond 1 was in german team, because of his age(15) he was suspended, so he couldn't play even minor tournaments is there any way, that he could play again?

If it was truly due to his age, the smart arse answer would also be the right one, just grow older. Why bother competing for something like that if it was already apparent this was an issue? Don't intentionally run into a wall, and then immediately ask after how to break through it. That's not smart.
These rules generally go beyond Riot, or at least Riot has instated them in accordance with other laws in mind. This largely stems from laws surrounding employment of minors, as the players are under contract with and could be considered employees of their team organization. And even if it may be legal in one country, Riot has structured the rules to be even across all leagues.
