4 skins per LCS team
After watching countless numbers of lcs games i noticed that there is always one member of an lcs team that doesn't use a skin for a champion is this some kind of rule or something i just don't really understand it.

I've seen games with 3 skins, I've seen games with 5 skins, I've seen games with 5 skins on each team. It's personal preference, and occasionally used to pick skins that are better than the normal skins strategically
It's close to something like that. Certain champions have skins that are not allowed to be used for visual reasons. When they are spectating the game some ability's show up different for no reason. This is why.
I got pool party graves in a gift but I still use the classic cus I feel like I'm actually shooting effective bullets. As a result I play a bit better. Just my preference. I'm sure that LCS pros have their reasons.
If I'm not mistaken there are some skins that are banned. As far as I know there is no rule for max number of skins however. For example, SKT played all 5 of their skins last year in the All-stars. Also, not all pros like using skins.
