So I've just recently read an article about Vega Squadron creating a League pro roster and joining the CIS scene. From what I understand is that this isn't part of the North American or European LCS and I was curious as to what CIS Tournaments were, or what sort of explanation someone can give me on the CIS scene.

I don't think CIS is quite as comparable to LCS as you're thinking it is. According to this, CIS is a region where the SLTV StarSeries is their LCS equivalent. Although it's obviously not as big as the NA LCS or EU LCS are, obviously.

The CIS region is apparently a lot of countries that used to be part of the Soviet Union like Russia, Armenia, Estonia, etc. Full list here.

Yeah, the CIS is the "Commonwealth of Independent States", which is the server associated with Russia and Eastern Europe. It is that region's equivalent to what NA is here.

They are part of the smaller International WildCard teams like Japan, Southeast Asia, Oceania, Latin America, Brazil, etc.
