Why doesn't the EU LCS have a scouting grounds?

the NA LCS has this thing called scouting grounds, if you've never heard about it, it takes the top players from the challenger ladder and invites them to play in a pro-gamer enviroment to scout for new talent in teams.

I've looked over the internet, but i couldn't really find an EU LCS scouting grounds, just a nordic scouting grounds a few years ago. RITO PLS why is there no reward for high ladder players on the EU servers? [katarina-love]

NA has scouting grounds because they are not capable to produce young talent and have a very underdeveloped competitive tournaments scene, so they needed to create and event to showcase players that wouldn't have a chance to be noticed by pro teams EUW has national leagues (Iberic league, Germania league, UK league, France league, Polish league, Nordic league, Balkan league, Italian league, etc...) and a rich competitive third party scene with organizers, and amateur/semipro orgs so EU does not need an event like scouting grounds (they should do more to help challenger caliber teams)

i think there's only Ragnarok Olaf for Scandinavian players or something, but really there's no scouting grounds in EUW/EUNE
