Really that's the problem with some of the balancing, it makes me wonder where they specifically draw the line on some changes with champions. For example:

Miss Fortune Double Up (Q) Damage increased from 20/35/50/65/80 to 20/40/60/80/100 Total AD ratio increased from 85% to 100%

Isn't one of the current problems with MF the fact she can play both a ADC and support role and make use of lethality stacking and turn into some ungodly damage poker, armor shredder and blast alot of things to death? If the intent was to put her back into a crit build then the lethality, just like the way to address with Lucian and even sometimes where i see Draven using item 3071, should they not nerf the item itself or effectively 'disable' the ability for any on'hit effects to work on Lucian and Miss fortune's R abilities? Though they'd have to do the same to Lucian's 2nd hit passive, which i would not mind if they 'upped' the base damage on the Rs to compensate, its the fact they are able to apply multiple hits of 'on hit' in a short period of time is one of the issues.

As for Ryze, i believe they pointed out in the notes at where Ryze has the ability to be a strong lane bully and put on that root to 'pull something similar to a blitzcrank/thresh/nautlius hook", aka deny a person being able to escape long enough for the rest of the team to dive him or to disrupt a melee champion long enough for ryze's team to focus down other damage priority targets and not get CC harassed by say a Xin'Zhao, Jarvan or so on too quickly.

Plus since Ryze's combos have the potential to 'aids spread' thanks to the E 'spread effect' its also pretty easy for him to start doing his magic crit damage 'spreading' on multiple targets, which is definitely harder to 'avoid' then most standard circular AoE abilities.

Plain and simple: They end up dragging out proper change ups and when they have the perfect opp for those change ups, they get 'delayed' cause of 'official tournaments not wanting to get disrupted by major changes", which i would not be amazed that just like in pub and other matches, the lethality abuse is present, even if its only a few matches where some teams are using it as part of their 'perfect strategies'.

exactly, personally I think you nailed it about Riot not wanting to disrupt the competitive scene -> the current ryze ult is really good for the flashy and cool-looking plays

Still waiting for the next Ryze rework... this champ is so dumb. Just hover your mouse over an enemy, and bash your face on your keyboard to delete them.
