To answer your questions:

  1. Challenger/Master players that CAN NOT become pros is easy: One-trick Ponies. Players that are really really really good... at like one champion. Yea, it's cool to watch them, and see them make insane X-champion plays... But in a competitive environment... You can literally make them silver tier players with one click in champ select. Other types of players: People who are very emotion-heavy players, ie go on tilt hard, know when to not make plays, etc.

2)How to become pro?:Get in the LCS

3)How to get into the LCS? :There are multiple ways that are pretty much done by doing the same thing, playing well. You need to form a 5-man team and go into the challenger circuit. Generally you get into the pro scene by either winning your way in as a challenger team, or by a current LCS team doing a roster change. The reason I mention the second is because you can see a lot of roster changes involve teams picking up individual players from teams that didn't make it into the LCS from the challenger promo tournament. Some immediate examples I can think of... Team Coast's Shiptur and Zionspartan, Mrn Nien, C9 Gleeb(the c9 sister team)

Have to find a team that can make it to challenger tournament. Or stay very high up on the ladders long enough for someone to find you. Or like anything else get some good connections.

If you haven't been asked to join serious challenger level ranked teams then you need to get better.
