Why are Pros buying Remnant of the Watcher on AP's?

While watching LCK and LPL the other day I realized that a lot of pros were buying the upgraded spellthief's item, remnant of the watcher ( or Eye), on AP mages like Vladimir , but what i dont understand is why. I thought that killing minions stopped the cooldown timer on the spellthiefs' passive, which is what im guessinig is what theyre after. Can someone explain please? Thanks in advance! It's possible that they're after the warding passive; it also helps that it gives decent stats for its cost and bonus damage (especially later on in the game, when you'll be farming less).

it has bandit on it. If you can trade often (esp top vs tanks) then it's really cost effective. Bandit gold and 2 gold per 10 sec stacks up the quest.

thats getting removed today though lol
