It's the jungle. Bengi hasn't been as good as in past years, although some people say it's because the mets has changed out of his favor. Blank has been playing more for SKT but he can be inconsistent.

I don't think they're any worse so much as everyone else has just gotten better.
Talent. Think of it like a curve for diminishing return. You can't keep getting better. Eventually a person reaches their "potential" and while you can improve it won't be by a lot.
Think of it this way, no matter how much you practice you can't reach the same level as Jordan in basketball. There are limitations per person despite how hard you might try. Lol and any other game has limitations that are both physical and mental that is unique to each player
Other than that, the obvious reasons others have already given like meta, rotations, shot calling, patches, and new champions/teammates. All these things impact players negatively or positively. In addition, competition has gotten stiffer as the regions are converging on similar paths
