I don't know of any tournaments with stream that have a rank requirement, but you can find a lot of tournaments on battlfy that also have a comment es stream and the further it goes up in the bracket the higher the Players Tiers get

In EU there are a lot of ongoing tournaments at basically every time of the year because, aside from the biggest continental events and the national league that give a place to EUCS Qualifier, there are quite a number of national tournaments featuring players that goes from high Diamond to Challenger level

For example there is this tournament ongoing that is basically the first Italian LCS-style League (in other more advanced e-sports countries like France, UK, germany, Iberic region, Poland, etcc... such tournaments yet exist from a lot of time, like the ones that give a direct spot to EUCS Qualifier like said above) which feature the italian roster of Summer EUCS team Team Forge and a team that ended at #4th spot of the S6 EUW 5vs5 ladder (NextGaming)

Calendar: http://www.gec.gg/lega-prima/?lang=en (CET time, so you have to account for timezones for your NA hour but just like EULCS you should be able to view it live on a good schedule)

Twitch channel of the organizers (the streaming is in italian) : https://www.twitch.tv/gec (you can also see the past games)

But you can really find much more tournaments if you search well, LVP Season 11 is close to its final phases and you can find the info on how to follow it on esportswikis (it is the LCS-style league of Iberian region, but they have yet played the mini tournament to send a team to EUCS Qualifier so many teams that had famous players in their rosters are undergoing through changes because these player are searching for an org for the EUCS Open Qualifier that will start around mid December) and so on
