How many people get eliminated from spring to summer

and how many team of each region get into the Worlds 2015?

and what are the spring playoffs and summer playoffs for? is it just mini tournaments for money ?

Even the website is confused.

"The LCS is a 10-team league where teams will play 28 games - four single-game matches against each of the other seven teams in the league."

Either that, or Riot can't do subtraction.
