Where to find top non OCS teams?

Howdy folks!

As the title suggests. Where would one be able to find some of the top teams in Australia that are not currently playing in the OCS?

I have a business proposition for the right group of players but League of Legends is not my background.

Would love to talk to someone with a good understanding of the semi-professional scene here in Australia.
