People Scalping Tickets at the World Finals?

After multiple frustrating failed attempts at purchasing tickets through the Interpark website (using Chrome, Firefox, IE, multiple credit cards, both Korean domestic and foreign VISA, disabling pop up blocker, installing 3rd party security software), the World Finals tickets finally sold out last weekend. Really, without exaggeration between my friend and myself we must have tried about 20 different times with no success.

Someone contacted me offering to sell tickets at nearly four times their original price. What is Riot's policy regarding this behavior? I'm perturbed at not only the impossibility of the ticket purchase system, but furthermore that there are people who have apparently intentionally bought tickets in excess for no reason but trying to hawk profits off of the hard work Riot's done to create and promote such an awesome game event.

Is there any recourse available that you recommend for purchasing seating at the World Championship Event?
