It's not. He is getting investigated, and the punishment will probably be announced within a week or so.

And ELO boosting is banned

Whs is not only playing others' acc for getting paid about elo boost , actually he organized a group of people. They even create a mandarin webpage for doing elo boist. Isn't it much worse than acc sharing?

it isn't. That is why he is suspended. Which may cause tip to miss worlds bc there is a good chance they end up in the gauntlet. If pro player contracts are anything like sports contracts there are bonuses for making playoffs or championships, because it is extra prize money and exposure for sponsors. So he is losing money for it, and his account should be banned (which may mean he needs a name change (although if it is a first offense it may just be a two week ban like it would be for a normal account.

That's why he's suspended. Although if he gets more than a 4 game suspension I'd be a bit upset. Because Toxicity is a worse problem than Elo Boosting, imo. The account selling is a bit more serious, though.
