Dragon Slayer Braum Chromas

I have a concern when it comes to the Dragon Slayer Braum Fan pass, LCS, LEC, LPL chromas. I know buying the passes and completing the missions will unlock the chromas for the pass you bought for example buying the 2019 Summer LCS Team Pass will get you the Dragon Slayer Braum LCS chroma. Will the chromas that are unavailable for your country be able to be purchased? For example my region in NA so I'm able to buy the LCS and LEC 2019 Summer LCS Team Passes and complete the missions for the chromas, but will be unable to obtain the 2019 Summer Fan Team Pass or 2019 Summer LPL Pass. So as someone who has an NA only Account, will I not be able to get the Fan chroma nor the LPL chroma for Dragon Slayer Braum? Or will these two chromas be able to be obtained separately after the event?

BTW the fan pass Dragon Slayer Braum chroma looks amazing.
