When will LCS Pro View be available?

Does anyone know when the LCS or LEC pro view will be available for purchase? All it currently shows is 'coming summer 2019', but since the first day of LCS is tomorrow I was curious if you buy it before things begin or anytime after. Maybe I am missing something, but I figured I'd ask to see if anyone knew.
