What are the odds that RIOT will be more open for national leagues in sake of creating tournament accounts or recoding client to let it work in LAN network with use of tournament accounts?

In addition, as there's a franchise up already in NALCS and it's going to startup during next season on EULCS; it is highly unlikely for semi-pro players to make it up for LCS level, only in case that they'd have been noticed by a member of a team that is already in franchise. I'm sugesting an idea of Tournament Player Card + Account; how would it work?

An player with 2nd lvl of honor intends to start playing competitively, he has to complete an registration in which he has to insert his real name, current rank, country, photo and age (ofc.), and confirm it by including a photo of his any ID. Then after it gets approved by RIOT member (his suspensions are being checked and etc.) what leads to implementing it into the account base. After having created an tournament account, a player is capable of playing in amateur / semi-pro leagues.

The idea is to achieve a place where toxicity of players is under control, so in case in which a player is verbal harrasing the other one, he would recive a restriction for whole amateur / semi-pro stage, not just a single league but in all of those! Games would become an better content to broadcast and offline tournaments easier to host (in terms of rewards).

What about daily tournaments that are currently occuring? Moved even in sake of Clash, even tho I know it will still take a while until 1st fully working clash week in Europe ;P
