Why aren't there Chinese Team Summoner Icons?

I haven't seen any Chinese summoner icons for the last 2 seasons. Is there a reason? There aren't South American team icons either but I'm assuming it's because it's not quite as popular down there and they don't even compete in worlds.

Well, Latin American teams do play at Worlds if they win the IWCI.
