No Gnar on the new SKT skins?

On the PBE the new SKT skins are Renekton , Sivir , Ryze , Elise , and Alistar , I thought the champions that got the skin where the ones they won the final game with. Is that not how it works? I was looking forward to a SKT Gnar skin because Gnar was in the final game of SKT VS KOO. can some on please explain how they choose the skins?
