Competitive Ruling: C9T Yusui

Player: David “Yusui” Bloomquist
Region: North America
Date of Ruling: 6/12/15
Subject: Penalty; Violation of CS Ruleset

Facts

In March 2014, a routine sweep of botting and purchased accounts led to the permanent suspension of over a dozen accounts under Yusui's control.  He received a direct warning by Player Support on March 21 that this was a severe violation of the Terms of Service and was not allowed.

Another routine sweep was conducted in April 2015 - while Yusui was suspended from competitive play due to the C9T Ringing ruling - which found that he had continued purchasing accounts, despite the prior warning and account suspensions.  The second investigation resulted in the permanent suspension of several dozen additional accounts under Yusui’s ownership.

As part of the normal vetting process for all Challenger Players, it was discovered that Yusui has continued purchasing botted accounts, with over a dozen new accounts purchased since April.  Per normal Player Support policy, all of his purchased accounts have been permanently banned, though the accounts he leveled himself remain unbanned.

To clarify, our investigation has not linked Yusui or any of his accounts to Elo Boosting or further inappropriate activity.

Relevent Rules

9.2.7 Player Behavior Investigation

If CS or Riot determines that a Team or Team Member has violated the Summoner’s Code, the LoL Terms of Service, or other rules of LoL, CS officials may assign penalties at their sole discretion.

Ruling

Yusui has violated Section 9.2.7 of the CS ruleset and is subject to penalties.

Competition Penalties

Yusui is suspended from all Riot-affiliated League of Legends competition for a duration of four (4) competitive weeks, counting the week of the NA CS Qualifier Finals.  For the avoidance of doubt, Yusui will be eligible for NA CS Week 2 / NA LCS Week 7.

Context

As the scope of our normal LCS and Challenger Series player vetting continues to grow, Pros and Challengers will continue held to a higher standard in all regards of their behavior.  Botting accounts is a serious detriment to the player experience, particularly at low levels.  During the leveling process, a single botted account can negatively affect hundreds or even thousands of new players.  The purchasing of these accounts directly sustains the practice of botting.  In addition, Yusui’s willingness to continue violating the Terms of Service, despite repeated warnings and an unrelated competitive suspension, informs the severity of this ruling.

Multiple warnings results in a 4 week ban? Didn't know Riot employed the US justice system to hand out punishments. Pansy ass punishments. Like a 4 week ban is going to result in ANY change.

light punishment with multiple warnings is light.

continue with slaps on the wrists and showing the community that even when you break the rules you can keep on playing and breaking the rules like nothing ever happened

is there any reason why anyone would want to buy over a dozen botted accounts?? even after being caught before??

Timefiller6/12/2015, 10:59:10 PM6 votes

Why not just let people buy accounts from the shop, or maybe something like different "characters" under one account that you can switch between? Sort of like an MMO.

Usually I agree with these Competitive Rulings and their level of severity, but this one is way too weak for a player who has been Suspended before and was given multiple chances to stop using bot-leveled accounts. That is a direct statement towards Riot's rules. Unless riot is taking into account that the rule is extremely idiotic and noone has the time to level all those accounts and should implement a new smurfing system, this ruling is way lighter than it should be.

So he bought dozens of accounts at a time, multiple times. Even doing it AFTER he was warned not to. All of this was AFTER he partook of a "ringing" of a game. (One of his team members did not have the tourny realm acount up to date, instead of using the sub on the roster they added another person to play this. Yusui was on the call so he knew without a doubt this was not the teams sub.)

How can Riot claim to claim to care about cheating here and then allow someone with a HISTORY of breaking the rules to have only a 4 week ban?

Should have permabanned him. Yusui is a talented player and I am a huge C9 fan, but last I checked it's 3 strikes you're out!

Honestly you guys are ridiculous, I see multiple freaking people furious in these comments and it has me over here wondering.... why the fuck are you concerned about this?? and if you are wouldn't it be more understanding to be cheering for him not to be banned because all the guy is doing is buying an account to use for solo q (DO YOU UNDERSTAND WHAT THAT MEANS) No its not to smurf and stomp shitty players no semi/professional player has any fun doing that shit they have been doing it for 3-4 years. No this guy is buying an account so he can quickly get back to his competition level he needs to be there because this is how he trains this is how he gets better and idk the last time you level an account straight to level 30 its bullshit I understand if its your first time going to 30 thats fine but after that there needs to be a faster way to do this. No pro/semi pro player should have to spend hours upon hours of bullshit just to play at his level of competition all of you Hive minded retards need to think about this situation completely not just scream BAN! HIM!

Minrog6/13/2015, 8:22:25 AM2 votes

He is a pro player, he doesn't need to buy rank or waste time rolling bronze players.

He probably was using these accounts so he could devise new tactics on different champions without anyone knowing what he was doing. It's the only thing that makes sense to me, anyway.

I find this ruling very unfair for some other permabanned players like XJ9. This guy repeated his toxic behaviour twice and he doesnt even get a permaban, just a personal penaltie: 4 competitive weeks suspension. Clap clap!! XJ9 has been suspended for more than 2 years because of a "death threath". Great job riot, anyone can lose his control sometime against a person who dislikes you. However you overrated that fact in order to "give example" and never gave that player a real chance to come back to the game and...wait wait! hes not a pro!!! Okaaay I forgot that fact, It doesnt matter if he keeps permabanned since he doenst bring money to the organization so who cares, he's a dick.... PLEASE STOP BEING S HYPOCRITE and give him a chance to come back, there is a little part of the community (like me) who followed that player for some seasons, learned a lot and became ilusionated with his play style but now we can't enjoy his streams (0 toxicity streams btw) since some rioter hates him. At least use the same punishment criteria with every player. Btw, Riot Lyte's trial was a joke...where is the real chance to come back and get a better player/person??? and where is the XJ9 report??? Does it exist? or that permaban decition was took by an angry rioter?
