Basically the article is about a potential buyer, the owner of Tempo Storm, being out-bid on the spots or found them to be have been sold already, but does mention that TIP was sold to a new owner (which is now Phoenix1).
Just that unfortunately... no knows who he or she is, nor has any line up been announced yet. I imagine the name and logo was forced by Riot, seeing as we're about a week out from the start of the Summer Split and the other 9 teams need to have some clue about what's going on and who their potential opponents might be.
