Think about it his w passive gives him full exp while share exp?

I don't think mordekaiser would be a good jungler regardless of duo jungle or not, first off, were would you take the extra man from?
Second, mordekaiser is extremely low mobilty (325 ms) which makes it hard for both getting to camps and ganking and he also has no form of cc what so ever, so his ganks would not be very effective.
Probably not. Duo jungle just doesn't work. At least, not in the way you describe.
