Tournament coverage

Hi, I'm player from EUNE server and me and my team have problem. We're players from Montenegro which is small country and there are 2 tournaments and which we can contest Adria and go4lol. Croatia(neighbour)has it's own league and they can compete there. I would like to ask anyone how can I contact RIOT games so my country get it's own league or enable us to be part of croatian lol league(CLL)which would be strange but fine for us. Sorry for bad English it isn't my native language. Hope I'll get some answers soon. Thank you
