Player behavior and the organisation

I don't know of it's the right place to post this.

So I saw on reddit and twitter, people waiting to see what Riot would do about sanctions for certain player, coaches, owner,... But I have never seen any action taken by the owner or the organisation to punish the player who did something bad. All I see is pointless apologies. Shouldn't each team be somewhat responsible for their players? Have their own sets of rules and consequences (fines and suspension)?
