New team wanting to register for esports in the next 2 years or sooner.

Hey, Arid here. I have a few questions regarding how I would register for participation in tournaments and I am assembling a team for it at the moment. I live in Canada, and the team I would open would have to be north american, right? If I was to travel to the states for worlds, would I be allowed, or would I have to be a resident of the states first? Is there a rulebook for NA? Most of my friends that I am building the team with are from the states, do I qualify? Is there any Canadian teams? I would love to hear from someone from riot. Please help! I need answers to my questions. Thanks.
