Brand?

So is Brand overpowered, or am I missing something? It seems he deals a lot of crowd control and dmg for low mana in all areas of the game. Even though he has no mobility, it still doesn't impact him that much, and in the hands of a good player he gets abused and destroys any lane. Any tips to counter? Thx
