recently I've seen 3 all star icons (cheering poro icons etc) anyone know how to obtein them? I need to watch "x" all star games?

Given that those are on the PBE right now, they are not tied to the All-Stars event. It's possible they will be added and be rewards for watching the start of the 2019 season, but I'm only speculating.
