Riot doesn't allow ESL to host tournaments in India?

So none of you may not know that esl, today announced a series of tournaments for various games (dota 2 , Csgo , hearthstone , just dance) throughout the year under the name ESL India Premiership...and some of us in the community wondered why they aren't hosting league...we approached ESL India regarding this and they replied back to us saying "Riot doesn't allow anyone to host tournaments in India" . but why? I just hope to get reply from Riot regarding this

First, and most importantly: Riot does not ban League of Legends events. We want our players, anywhere, to play and enjoy the game. I'm not sure what your source is (I also responded to someone on Twitter about this), but Riot has in no way "banned" or restricted ESL from hosting a LoL event.

We have support systems in place for events in regions we officially support - NA, Turkey, Korea, OCE, etc - as part of our community efforts. These systems vary by region, and are usually determined by each region's local Riot office. However, we don't support events in regions without a dedicated server and support team, because that's putting the cart before the horse.

We need league... There are people who play league everyday like me and hosting a cyclic tournament would bring even more players... Perhaps without tournaments and just garena server we cannot play for long.... If business is problem the riot can approach Indian ISPs to invest because the potential Indian youngsters count is so high and that meaning there is no chance of the tournament going down...
