Why aren't emotes allowed in Riot managed Esports regions but allowed in the LPL?

I know that Tencent runs the LPL and sets the rules separately to the main Riot head office etc, but I don't see why players in the other regions aren't allowed to use emotes in pro play.

Emotes after outplays is hilarious to watch on stream, and hey it's allowed in solo queue (when it actually works), why not allow it in the LCS when Jensen forget to zhonyas?

I think you answered your own question. Tencent run, not Riot run.
