How do you counter a proxy singed

Easiest way is to not let him proxy. Ward one jungle entrance, stand at the other. Take him out before minions spawn if he tries to come in. Once he's forced to lane regularly, you should be able to keep even with him easily - so basically as long as you don't lose lane he can't start proxying.
Otherwise it's nice to just collapse on him. Have your mid run out after recalling, have the jungle go through the jungle, and collapse as 3 for a free kill. Can't suicide to a turret when someone is in every direction to land damage. Offer to give the kill to the mid laner to entice them if you want.
Set a ward to we where he is going and have the jungler wait for him.
