It was Diana, I'm surprised no one said this yet. They announced it was Diana. Your prayers were answered.

^ This. It was announced within the first 5 minutes of ASE. Diana gets the skin, which is kind of nice... Teemo doesn't need any more and it opens Naut for other possible concepts.

Knowing how cancerous the community is, it's probably teemo

What exactly is this new skin thing? Will a new skin be created or an existing one awarded to pick winners?

One champion gets an allstar themed skin

Did Riot hint at or say when the release date of the said skin would be?

this is off an article from the esports site,

"Players also voted for which champion will receive a new skin -- the choices being Diana, Nautilus, and Teemo.

The winner will be revealed during the 2015 All-Star Event broadcast on Thursday, so make sure you watch Day 1 of All-Star to find out which champion will be receiving a new skin. Be sure to watch ASE through to its conclusion to find out if it'll be Fire or Ice themed, based on the winning team of the event.

The 2015 All-Star Event begins Thursday, December 10 at 5:00 PM PT. You can catch the European rebroadcast at 18:00 CET on Friday, December 11."

Bloodmoon Diana just needs to be a thing already. While Satan Teemo would be hilarious, Diana only has 2 skins and its just overdue.
