Recent Server Move Effects Japanese LoL Community

With the announcement of a launch for a server in Japan at Tokyo E3 in March of 2014, fans have been wondering for some time when this will actually come to pass. With the recent move of the servers to Chicago latency has risen across the board by about 50 to an average of 190~ 200. Many of my friends who play in Japan are thinking about switching to other games. Can we please get an update on the status of the server? Even just a "We still intend to make it." would be nice.
