Starting this new season of lcs it seem that most of the top tier team are in the slump, and the lower tier team are rising above the other team.

Like some people will say and often do "it takes some time" some teams get wins here and there and fade away within the standings but the true-blue teams will emerge most likely( TSM-DIG-EF-C9-CLG-P1). Yeah, the NVs of the Worlds may get a few wins similar to other sports in the world for example football were the Titans and Jaguars may get 1-2 early wins but it's always the year after year/split after split teams that win the Finals and/or are still in the loop as the contenders.
I wouldn't consider one bad week a slump. Two of them yes.
