Seeing that Both Cloud9's top and jungler could be leaving I started thinking about possible replacements. Basically the main option that I came up with was Rush making a return to Cloud9 but after what happened to him I was wondering if Riot would allow for his return to NA.

Theoretically he "can". The problem though is that hyper-agro junglers tend to be either rookies and/or non-imports (look at the likes of akadian, or DD), so with him being neither unless he heavily changes his routine he should be more predictable and thus worse than what he used to be.
If C9 wants to continue their theme though, they could always make a push for peanut, who is both far more mechanically skilled and able to play multiple playstyles. It'd also continue their trend of taking as much of SKT as they can get their hands on..
