If someone is advocating breaking the ToS (showing how to bypass filters, how to buy accounts, etc.)
what report category would that fall under? I'm assuming 'other' but just looking for clarification

Other would pretty much cover it.
To be honest though, I recall hearing the category you report on the boards doesn't really matter as it goes to the queue regardless for review. There doesn't seem to be any separation like "Hmm I feel like checking the Incorrect Board reports".
Reiterating what Imperial Pandaa said, the most important thing is to report the post that you think is breaking either the Universal Rules or the guidelines of a specific sub- board. Choosing the right category is not as important since every report gets reviewed however, an effort should still be put into marking the correct category because the moderator then knows exactly what to look for and it saves us some time. (hopefully what I said is correct and if not other mods are free to correct me or add something to it!)
