If a removal doesn't mention the word "warning," how do I know whether it is one?

Just got a removal and can't tell whether it's a warning or not. The only hint I can guess at is "While we aren't taking any actions against your account at this time" which implies that there might be an action later which sounds like a warning. Clarification please?

Typically, non-warning infractions will include explicit wording that it isn't a warning, just simply a removal.

For the post you are referring to, that was intended to be a warning.
