He has been viewable in the shop since the most recent patch but unavailable for purchase. Now that soul stealer vlad had just been activated and put into the shop, shouldn't Hazmat Donger; who has been viewable for several days now, be made available for purchase. I need to conduct some dangerous experiments on the rift, and heimer's usual attire just won't do.
