Possible Bug and Another For Sure Bug

Okay so this might be a possible bug or might not but when playing any champion and click near (close to the champ but not like super close) that champion (to move) it doesn't move me to that location (It marks the target (blue x) but doesn't take me to the spot. So at first i thought i was lagging or something but my ping was at a flat 31 the whole time and no bug happened when i clicked farther from the champion like from blue buff to baron pit. and the real bug was that i see minions randomly stop moving at least 1 time per game (both teams see this occur so not just me). But ya the moving bug is really making league hard because if i try to move slightly to dodge a skill shot i don't move even though the blue x (target) appears.
