[GAMEPLAY] Twitch's (W) Venom Cask still procs spell shields on-hit.

Twitch's (W) Venom Cask will trigger spell-shields like Banshee's Veil when it lands, despite having no on-hit effect. Other similar abilities such as Morgana's (W) and Nasus' (E) do not proc spell shields.

How to reproduce:

1. Create custom game with a friend on the opposing team
2. One player picks Twitch and the other can be any champion.
3. The non-Twitch player purchases Banshee's Veil.
4. Twitch casts (W) Venom Cask on the champion with Banshee's Veil.
5. Banshee's Veil procs, but Venom Cask continues to apply its stacks and slow normally, because it doesn't have an on-hit effect.
