Low priorty queue skipped intermediary steps

Due to some circumstances largely outside my control (admittedly, i could've stayed in for at least one of the games), i've found myself entered into low priority queue. 20 minutes before i can even enter the queue. This seemed a bit harsh in my eyes, so I did a bit of research, and supposedly, i was supposed to be in low priority queue for shorter periods of time first, starting at 5 minutes, and escalated from there as the behavior continues... I however, did not encounter this, and instead my first encounter with this low priority queue is the (supposedly) full 20 minutes.
