dodgers causing me dodge timer

so ive been experiencing ALOT of dodged games again recently and as annoying as its been i didnt think it would be THIS bad

after being in a 3rd champ ban/select area and having someone dodge i wasn't instantly put back into queue, i thought this was odd, but with the whole "play again brings you to custom game list" bug i didnt think anything of it.

so i hit play and expect to get into queue, instead i receive a message saying that because IVE dodged so many games lately i must wait 6 minutes and 30 seconds...

isnt my waiting in queue enough of a wait because i was unlucky enough to be matched with a dodger (its my understanding that dodgers dodge often and non - dodgers just dont dodge so shouldnt this be in consideration for matchmaking)

so now ive spent 10 minutes trying to get a game to end up with a 6 minute wait timer before i can attempt to get a game again, and since there will undoubtedly be dodgers (as is my recent luck apparently) im wondering, will i get another dodge timer? is this why i see an ever increasing amount of dodgers? am i being grouped in to queues with dodgers because of this issue?
